Why do we have so many different utility uniforms?

It 's the Gradica we' the VE has time-warped in the past 40 years with every service that operates exclusively their own acquisitions! Seriously, as the new AF BDU is going to be fundamentally better / different from ACUS and MARPATs? And *** is the smoke of the navy providing yet another utility?
