what size to order a bdu?

Working at a detention center and just told us that we are changing our uniform Bdu 's. And wearing, and t know what size to order. I asked the lady up - the front but she has not seemed to want to help out at all. Using formats 11 or pants size 13 in juniors. But I do not know which format to order.
